JAKARTA, DDTCNews - The government has decided to continue imposing safeguard import duties (BMTP) on imports of yarn products (other than sewing thread) of synthetic and artificial staple fibres.

BMTP has been reinstated under Minister of Finance Regulation (PMK) 37/2026. Previously, a similar BMTP had been imposed under PMK 46/2023.

"Whereas the imposition of BMTP on imports of yarn products (other than sewing thread) of synthetic and artificial staple fibres as regulated under PMK 46/2023 ... has expired, and the domestic industry still requires additional time to complete structural adjustments, it is therefore necessary to extend the imposition of BMTP on imports of yarn products (other than sewing thread) of synthetic and artificial staple fibres," reads the considerations section of PMK 37/2026, as quoted on Saturday (23/5/2026).

Yarn products (other than sewing thread) of synthetic and artificial staple fibres whose imports are subject to BMTP are those falling under tariff headings 5509.22.00, 5509.32.00, 5509.51.00, 5509.53.00, 5510.12.00, and 5510.90.00.

BMTP is applied for 2 years at a rate of Rp324 per kilogram from 22 May 2026 to 21 May 2027, and at a rate of Rp308 per kilogram from 22 May 2027 to 21 May 2028.

BMTP is imposed on imports of yarn (other than sewing thread) of synthetic and artificial staple fibres from all countries, except developing countries that are WTO members as listed in Annex B of PMK 37/2026.

To be exempted from BMTP, importers must submit a certificate of origin for the imported yarn products (other than sewing thread) of synthetic and artificial staple fibres.

Where an importer uses a preferential certificate of origin, the imported goods must fulfil the rules of origin requirements, namely:

  1. origin criteria;
  2. consignment criteria; and
  3. procedural provisions.

PMK 37/2026 was promulgated on 21 May 2026 and entered into force on 22 May 2026. (dik)
